This isn’t anyone in particular – not to the best of my knowledge, anyway.
After the great Northeast blackout of 2003, First Energy came through the oldest neighborhood in Lorain and cut the tops off of all the trees so they wouldn’t interfere with the power lines. (That wasn’t what caused the blackout, but sometimes public entities do what they so simply because they can.) A community group got together and created Settlers’ Watch, a public greenspace, and took donations to have a local chainsaw artist turn some of the ugly tree trunks into beautiful wood carvings.
