I can’t count how many times I’ve seen that at that intersection! I guess that sign is just a suggestion since no one seems capable of driving around the block.

😀 it happens ALL the time! I’ve seen a police officer going south, stop and point at someone who was going to make that left turn right in front of him (!) and holler “Do it and I’ll pull you over!” Driver wisely reconsidered turning and continued forward instead.
